There is no suggestion of course in canon that he ever even considered claiming the crown at that time. For all we know, the thought might never have entered his head. Certainly I think it would have been disasterous for him to do so then. And I couldn't agree more, Arwen or no Arwen, he always put his duty first and was completely selfless.
